Why does my dog Zeloh the Maltese Wonder bite Casear the Havenese Hero when he barks at something?

Zeloh bites Caesar because clearly Zeloh is meant to bark first, it is a heirachy thing!!! Caesar may have been a grand and powerful emperor, but in your household Zeloh thinks he is better, perhaps he has Napoleon syndrome!! ( Small mans syndrome - small dogs syndrome??)
