Does anyone know how come you only get wic for 6 months if you use formula, but a whole year if you feed?

I mean, why? Does not seem fair really... I can seem to find a legitimate reason, any links would be helpful. I mean a gradual reduction seems fair but I just don't get it how it stands now..
