What is the best avenue to launch an appeal for an unemploI don'tment claim that has been denied in OH?

On 6/1 /20009 (after 7 1/2 months employment) my employer called me to state that my full-time (with full benefits) position would be reduced to 25 hours and no benefits, effective immediatley. I declined their "offer" for several reasons. I need to work full-time to support my family. I also did not feel their "offer" was legitimate, as I do not think it is physically possible to complete the job in 25 hours per week. Due to heavy travel (that they still wanted me to do) and the price of purchasing insurance (COBRA), the cost of retaining the job outweighed the compensation. Initially my unemployment claim was approved and I received one payment. Then I received a request for more info. I responded and a week later received a letter that my claim was denied because I "quit" and couldn't show sufficient hardship in keeping the job. Any advice? I have the offer letter from this company for a full-time position with full benefits. Are they not obligated to uphold their offer?
