How do I get dumpster moved?

I live in an apartment where the parking lot is long and narrow. I have the very back spot. In the other corner in the back of the lot (in front of my car) is where the dumpster goes. I guess someone new is removing the trash and the dumpster hasn't been put back where it is supposed to go and it is too big and heavy to move. I have trouble getting my car in and out of the parking lot. I'm not really sure who does the trash around here and the trash and water is paid for by my landlord. I'd really prefer not to bother my landlord because I'm getting a great deal on rent. Is there any way I can find out who takes the trash? Do you think they would move the dumpster if I complained?
